FORUM TRADE MINISTERS END MEETING IN VANUATU

Forum Trade Ministers met in Port Vila, Vanuatu on 2 – 3 August 2007 to review the Pacific Agreement on Closer Economic Relations (PACER) and its implementation, progress on implementation of the Regional Trade Facilitation Programme (RTFP) and a programme for the Standards & Conformance (S&C) component of the RTFP.

They also considered the PACER-related Studies on a more comprehensive framework for trade and economic cooperation among Members – the Gap Analysis Study and Baseline Study Reports between FICs and Australia & New Zealand, a regional approach to World Trade Organisation (WTO) trade issues, intellectual property rights systems in the Forum Island Countries (FICs) and other issues.

PACER and its implementation

Trade Ministers considered the update on the PACER and its implementation, including progress on implementation of the RTFP. It was agreed that additional work on the RTFP would be subject to the outcomes of the RTFP Review to be undertaken in the latter part of 2007.

Pacific Regional Trade and Economic Cooperation Studies

Trade Ministers considered the “PACER and Beyond – Comprehensive Framework for Trade and Economic Cooperation between Forum Island Countries and Australia and New Zealand - Joint Baseline Study And Gap Analysis Report”.

They expressed appreciation for the Report in highlighting opportunities, the constraints and challenges facing FICs in advancing integration in global economy. Ministers agreed to consider the report and make proposals on a way forward.

Consultations under Article 6 of PACER between FICs and Australia and New Zealand

The Lead Spokesperson for the Pacific ACP Trade Ministers, Honourable Hans Joachim Keil, updated the Meeting informally on recent developments relating to the status of the PACP States’ discussions with the European Union on an Economic Partnership Agreement. Australia and New Zealand presented informal updates of their various bilateral or multilateral trading negotiations.

WTO Issues : A Regional Approach

Trade Ministers considered an update on WTO issues of particular importance to FICs and proposals for strengthening the position and participation of the FICs in the WTO. They commended the work undertaken by the Office of the Permanent Representative (PR) of the Forum to the WTO to promote FIC interests in the WTO, especially in light of significant resource constraints. They agreed on the need to ensure the continued operation of the office in the years to come.

Intellectual Property Rights – Review of the IPR development Project and Proposed Future Direction Ministers noted the achievements of the Intellectual Property Rights Development Project to improve their Intellectual Property (IP) systems.

They approved a way forward on trade marks and for the advocacy and protection of traditional knowledge (TK) and approved the conduct of a study on the possible establishment of an institution to advocate for and protect TK and IP systems.

SPARTECA

Trade Ministers agreed the need to continue to examine SPARTECA RoO regardless of the developments under the PACER as well as for national consultations to be undertaken.

Trade Liberalisation and Revenue Consequences

Ministers highlighted the necessity for reforms in the domestic tax administrations to compensate for revenue losses arising from trade liberalisation and agreed that it was important for political buy-in to strengthen implementation of tax/custom reforms in the FICs.

Ministers agreed on the importance of fiscal reforms as an essential component of trade liberalization initiatives. Ministers agreed for comments and responses on the Study to be collated and distributed and for appropriate actions.

Trade Capacity Building

Ministers also agreed to a number of long term trade capacity building initiatives which are important for harnessing trade expertise capacity building among Members.

Australia Import Restrictions on Kava

Ministers note the concerns of kava-exporting Forum Member Countries and their request to Australia to reconsider the restrictions on kava imports and that bilateral discussions between all interested parties be pursued to reaffirm the regional trade integration initiatives.
