Asaigo gave orders --PNGDF Inquiry told

PORT MORESBY, PNG ---- Papua New Guinea (PNG) Defence Force Chief of Staff Tom Ur has revealed that he received the directive to fly Australian fugitive Julian Moti to the Solomon Islands (Munda) from the director general of the National Security Advisory Committee Joseph Assaigo, The National reports Mr Ur told the Board of Inquiry that Mr Assaigo had told him at about 11am on Monday, 09 October, that the Prime Minster and the Chief Secretary Joshua Kalinoe were aware of this directive that he was conveying for Moti to be spirited out of PNG.

Mr Assaigo code named Moti as “the copra bag” that needed to be transported immediately to the Solomon Islands and that the government was seeking the Defence Force’s assistance in the matter. PNGDF personnel testifying at the inquiry have also identified Mr Assaigo as the person who transported Moti and his companions to the Air Transport Wing to be flown out in a secret flight on the night of 09 October.

Capt Ur said when he met with Mr Assaigo, he specifically asked if both the chairman of the National Security Council (NSC) and the National Security Advisory Committee (NSAC) were aware of this operation and the answer he got back was that “they were aware”.

Asked by the counsel assisting the inquiry John Kawi, why he had not checked with the two men (PM and Chief Secretary) who supposedly authorised the covert military operation to cover himself and his officers, Capt Ur Tom said: "I respect that position; if he (Assaigo) says those higher authorities were giving this direction; then I have to carry them out. If I disobey them, then, to me, it means that I am being disloyal to the government."

He said it would be deemed "a mutinous act, rebelling against the government".

Meanwhile Prime minister Sir Michael Somare was briefed about the secret flight of Julian Moti two days after the event by then acting PNGDF commander Capt (Navy) Tom Ur. Mr Ur told the PNG Defence Force Board of Inquiry last Friday (22 Dec) that the PNGDF commander Peter Ilau also had no knowledge of the operations. He said after he briefed the Prime Minister, he (PM) said, ‘Okay, now I understand where the directive came from, you leave that to me. It is all political. I’ll handle it.’ Captain Ur said the PM told him not to go to the media and not to make public statements.

Capt Ur was giving evidence of the covert military operation in which he directed his men to carry out as acting PNGDF commander at the time.Asked by John Kawi, the counsel assisting the Inquiry, why he had not reported the impending operation to Mr Ilau, Capt Ur said: "I was the acting commander, it was my job to execute a directive from the Government."He told the inquiry that Mr Ilau was completely unaware of the operation. He said that at the time Commodore Ilau was inspecting his men, who were assisting the RAMSI forces in the Solomon Islands.He said when the Moti escape was blown out by the media, he rang Mr Ilau at the PNG High Commission office in Honiara and informed him about the operation. He said Mr Ilau sounded very angry and demanded to know who had given the authorisation for the operation to take place.

Capt Ur said the covert operation was legal in that it received verbal authorisation from the Prime Minister’s department through Joseph Assaigo, the director general of the National Security Advisory Committee.Me Assaigo had said that the Prime Minister and the Chief Secretary were also aware of the directives.
